it was difficult to get going at first. The Emperor appears very aloof and unfriendly, unlike the 2 predecessors, the Empress and the High Priestess. Then I realized that the Emperor is the Magician, the other hard-ass encountered so far. According to B.O.T.A., the Magician marries the High Priestess and becomes the Emperor whereas the High Priestess becomes the Empress.
The key to understaind the Emperor for me was his association with the alchemical Sulfur. Sulfur is the consciousness of matter, of a substance. Having understood that, came across other attributions of the Emperor as the self-consciousness of a person - that which directs thoughts, watches over thoughts, words and deeds for the purpose of enabling one to wage war. Yes the Emperor is a war-monger. But the war is against darkness, ignorance, and error. The stream behind him ties him to the Empress and the High Priestess. The orb in the left hand is the world, the ankh in the right is his power over life. The ram heads on the Throne indicate the aries-ness of him, the sun exalted, ruled by Mars. He has force and power. He's wearing armor under the martial red garments, he's not easily penetrable. He's old, he represents the Atiq Yamin, the ancient of Days, another name of Kether. He is the Architect of he Universe.
On the mundane level, he defines, regulates and sets the rules for mental activity.
